Trump Signs ‘Big, Beautiful Bill’ Into Law
President Trump signed a massive budget reconciliation package on July 4, finalizing a significant legislative victory for his administration after months of difficult negotiations with Republicans on Capitol Hill. The bill extends the tax cuts Trump signed into law in 2017, which were set to expire later this year, and contains numerous major campaign promises from Trump’s 2024 bid for the White House.
House Votes 218-214 to Send $3.3T Tax Package, With HSA Provisions, to Trump
Members of the U.S. House voted 218-214 to approve a tax and spending package that includes provisions that could make HSA more flexible. Although not all the HSA provisions passed by the House in May were included in the final bill, it would still expand HSAs to enrollees in Bronze and Catastrophic plans in the ACA state marketplaces as well as participants in direct primary care arrangements. The final bill also restores the pre-deductible telehealth flexibility created during the COVID era.
A Big, Beautiful HSA Expansion!
Congress passed the biggest expansion of HSAs since they were enacted in 2003. Although only three HSA provisions passed the Congress on July 3, these three provisions should have a big impact on millions more Americans and on how health care is financed in this country. Can Health Savings Accounts Broaden Patient Access To Care?
The many benefits of direct-to-patient care cannot fully accrue to patients unless they have access to HSAs or similar pre-tax arrangements. Currently, only patients enrolled in high-deductible health plans are eligible for HSAs. However, the tax benefits and protection against medical debt provided by HSAs would be especially valuable to patients enrolled in Medicare, Medicaid, or Marketplace plans.

The latest SHRM Employee Benefits Survey offers a comprehensive view of which benefits employers are offering and what HR leaders currently view as the most important. While the percentage of employers that offer an HSA (61%) and those that offer an HRA (14%) have stayed about the same, (FSAs) have been on the decline over the past few years.
American Workers Spending Less Time Reviewing Workplace Benefits
A Voya study reveals that in 2024, 49% of employed, benefits-eligible Americans reported spending less than 20 minutes reviewing workplace benefits information overall—a 7% increase from 2023. Only 3% of all respondents understood the full benefits of an HSA. Among those that had an HSA, full-benefits knowledge was only slightly higher at 4%.
