Republicans have brought up ideas like expanding HSAs and flaunted a provision on cost-sharing reduction reimbursements in the House version of budget bill which was dropped by the Senate.

Trump Administration Targets Excepted Benefits for Fertility Coverage

On October 16, 2025, President Trump announced three new actions to expand access to fertility care. In addition, the Departments of Labor, Treasury and Health & Human Services issued new FAQs to affirm that employers can use excepted benefits to cover fertility services. The guidance also clarifies that employees who are enrolled in such a policy alongside an HDHP would still be eligible to contribute to an HSA.
